More over, it allows the assisted counterparts to act as resources for the other local institutions, thus multiplying the effects of the technical assistance.
Institutional capacity building empowers local counterparts through a wide scope of measures including advice and training, strategic planning, institutional transparency, strengthening of educational and research facilities, enhancing managerial systems and skills, data and information management, etc. Any capacity building measures start with the thorough analysis of the organisation and assessment of needs for development and upgrading. Through the institutional capacity building these needs are addressed on the long-term, strategic level.
