Technical Assistance for EU-Mongolia Animal Health and Livestock Marketing Project

The main objective of the project is to support the Mongolian Government in its efforts to reform its services in the agricultural sector to the rural population thereby alleviating poverty. Purpose of the project is to improve livelihoods of rural populations living on livestock production by establishing a productive and market-oriented livestock sector.
Planned results are:1. Institutional capacity in the Government increased
- Legal framework of the livestock sector improved
- Sector policy development and implementation enhanced, with a view to implementation of a sector-wide approach
- Better delivery of government services provided
2. Animal health improved
- Private veterinary services improved through better availability of drugs and equipment
- Reliable animal disease control and surveillance system harmonised with WTO/OIE standards
- Veterinary laboratory services upgraded for food residue and veterinary drug quality testing
- Quality and efficiency of livestock production and marketing increased
- Technical support to the Ministry of Food and Agriculture provided for animal identification system
3. Efficiency of marketing of livestock products improved
- Access to regional markets improved
- Participatory land use planning facilitated with herder groups, including women
- Livestock feed system developed

Specific activities implemented under the project included:
- Institutional capacity building in the agricultural sector: advice and assistance to the MoFA with regard to sector policy development and improvement of the legal framework of the livestock sector
- Support and capacity building for private veterinary services
- Upgrading of veterinary laboratory services through provision of equipment and training
- Development of an animal disease control and surveillance system
- Development of an animal identification system
- Transmission of Marketing know-how and skills through training
- Establishment of a Market Information System
- Marketing and Export facilitation, introduction of Geographical Indications
- Support to herder groups in sustainable land use management
- Facilitation of donor coordination through strategy development, advice and training
- Design of field trials for hay production
- Identification of livestock slaughtering and processing equipment
Target groups: The final beneficiaries of the Project are the rural population living in the livestock sector. The direct beneficiaries are Ministry of Food and Agriculture, State Inspection Agency, Biocombinat, Veterinarian Services, herder households and groups, province and district administrations.
